In emerging markets, our work focuses on aligning public financing with national health priorities as systems expand. We advise on the design of benefits packages, define clear allocation rules, and support the integration of new delivery models into existing funding structures. We work closely with national actors to ensure that investment decisions are grounded in evidence and designed for implementation at scale.

In post-conflict and disrupted settings, we assist governments in restoring the basic functions of the health system, with a focus on financial recovery, institutional coordination, and essential service coverage. We help prioritise limited resources, align external and domestic funding flows, and develop financing strategies that are feasible under political and economic constraint.
