Designing and reviewing the governance of health technology assessment systems — including institutional roles, decision rights, process design, and transparency. This includes how topics are prioritised, how evidence is appraised, how decisions are taken and revisited over time, and how HTA interfaces with pricing, reimbursement, procurement, and budgeting.
Financial Governance
Designing governance arrangements that determine how financial decisions are made, delegated, and held to account within health system institutions — including budget authority, financial oversight structures, and accountability arrangements under reform or restructuring.
Agency and Insitutional Design
Advising on the design and establishment of health system agencies and bodies — including mandate definition, governance structures, decision-making frameworks, and accountability arrangements. This work draws on experience of how comparable institutions have been structured across different health systems.
Wider Ecosystem Impact
Designing governance frameworks for the management of waiting lists and patient access — including prioritisation criteria, and accountability for performance, to allow for structures that address capacity constraints while monitoring perverse responses elsewhere in the system.
Outsourcing & Governance of Private Provision
Advising on the governance of outsourced and privately delivered services within public health systems — including contracting models, allocation of demand and performance risk, incentive design, and pricing and volume controls for both clinical and managed services.

Zeumed authored a white paper on the governance of health technology assessment systems — examining how HTA agencies should be structured, how decision rights should be allocated, and what governance arrangements produce consistent, credible, and transparent decisions over time.
The paper draws on comparative analysis of HTA governance across European systems and sets out principles for countries designing or reforming their own assessment frameworks.
