Health System Governance & Reform

Zeumed focuses is on how authority, accountability, and risk are allocated across institutions, and how this affects adoption decisions, outsourcing, capacity planning, and system performance.

This work addresses governance failures that arise even when financing and policy objectives are clear, but decision rights and implementation arrangements are not.

In practice, this includes:

HTA governance and decision architecture
Designing and reviewing the governance of health technology assessment systems, including institutional roles, decision rights, process design, and transparency. This includes how topics are prioritised, how evidence is appraised, how decisions are taken and revisited over time, and how HTA interfaces with pricing, reimbursement, procurement, and budgeting.

Governance of outsourcing and private provision in public systems
Advising on the governance of outsourced and privately delivered services within public health systems, including both clinical services and managed or support services. This includes contracting models, allocation of demand and performance risk, incentive design, pricing and volume controls.

​

System governance for service delivery and reform
Supporting the design of governance arrangements that enable delivery reform, including purchaser–provider separation, multi-payer system governance, and accountability across organisations involved in care pathways.
